Run command not found at Start Menu

Does pressing the Windows Key + R still activate Run?

If not, open command prompt and type "regedit" (without the quote). Check for this entry in your registery and change the value to "0" (without the qoute):

Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies \Explorer
Name: NoRun
Type: REG_DWORD
Value: 1 -> change to 0
