Answer:
You need to find a file called fp4autl.dll and copy it in to c:\program files\common files\microsoft shared\web server extensions\40\bin

You will be able to find the file by searching on another PC, or you can get it from the Windows XP CD - open fp40ext.cab from the i386 folder and you will see the file.

Once you have copied the file, the installation will work.
